The Orange Line feeding the Air Regulator, is fed from the Power going to the Fuel Pump.. When the Fuel Pump Runs, the Orange Wire will heat the Bi-metal Spring in the Regulator, causing the Internal Disk to Swing Closed and Block off the Air Leak it creates while its cold.. It's like the Old Electric Choke Controls used in the 70's Carbed Engines.. I just made a Plug from a Piece of Bolt Cut off and shoved inside the tube to plug it off, then put it all back together.. Makes it look 'Stock'..
I'm thinking the Orange wire is not being powered when the Fuel Pump relay is being powered on.. That is why a Known Good regulator is not functioning in your Car..
